- Engage the community to enhance existing community structures andnetworks
- Pre-prepared disaster recovery plans and arrangements, manuals and contact lists are located and implemented
- Key stakeholders are identified along with their potential interests, sensitivities, dependencies, roles and responsibilities
- Community capacity is assessed to identify gaps
- Gaps are addressed by cultivating strategic relationships; building alliances with, and between, key individuals and groups; and developing community leaders
- Networks, organisations and individuals are routinely provided with opportunities to examine issues and concerns
- Opportunities are sought for involvement in community forums and decision making
- A variety of communication and consultation strategies is used to provide the community with information in ways that suit their language, literacy and cultural needs
- Facilitate the community recovery committee's development of a strategic approach
- Support is provided to establish effective governance structures
- Support is provided with the identification, assessment and prioritising of community needs and goals
- Guidance is provided about relevant recovery strategies that will address the community's multiple concerns, needs and aspirations
- Support is provided to gather and consider community feedback
- Support is provided to negotiate and select appropriate recovery strategies that promote community goals, plans and activities
- Support is provided to identify and develop strategies and links for community action
- Support is provided to regularly review the committee's strategic approach
- Facilitate the community's implementation of effective recovery strategies
- Support is provided with identifying and mobilising existing resources
- Strategies are suggested for accessing additional resources when required
- Resources are acquired using own networks, where appropriate
- Support is provided with developing agreed implementation plans
- Support is provided to enable community based recovery activities
- Self management strategies are employed to ensure own well being
- Effectiveness of recovery strategies and activities, adequacy of resources and expenditure is monitored against plans
- Variations to implementation plans are suggested to accommodate changed circumstances or to achieve more effective outcomes
- Ownership is promoted by keeping stakeholders fully informed about overall recovery progress, specific activities and any variations in recovery strategies or their implementation
- Aspects of the recovery process, decisions taken and outcomes relevant to own role are documented accurately in accordance with accountability and audit requirements
- Facilitate sustainability of the community's recovery
- Effectiveness of recovery strategies is evaluated and recommendations are made for the conduct of ongoing activities
- An agreed departure plan is developed with sufficient lead time
- Ongoing community capacity is secured by ensuring recovery plans are current, resources are adequate and structures are self sufficient
- Long term sustainability of the community is promoted
- Arrangements for transition to mainstream services and sources of indirect support are clearly communicated to all stakeholders
- All audit and reporting requirements are completed
